海洋陆源污染的产生原因与防治模式

海洋陆源污染是陆域经济社会活动行为及其对海洋生态环境造成的负面影响进而出现的污染性问题。累积性的陆源排污不仅会对海洋环境容量造成不良影响,同时也会对海洋自净能力造成减弱影响,不利于沿海地区的经济发展。目前,关于海洋陆源污染问题的防治工作刻不容缓,本文就从多个方面进行统筹规划与科学部署,通过深入掌握海洋陆源污染的具体成因,提出了针对性防治模式,以期为相关人员提供一定的借鉴价值。     

基于新常态下环境监察执法的难点和重点分析

随着社会经济的发展和人民生活水平的日益提高,广大人民对环境的要求也达到了一个新的高度。在新常态下,如何加强环境监察执法力度与效率、高效解决环境问题、改善生态环境,成为普遍关注的问题。本文从当下环境监察执法工作中的重点与难点出发,分析了新常态下的环境局势,并给出了几点新常态背景下高效开展环境监察执法工作的措施,以期能够改进环境监察执法现状,促进环境问题的早日解决。     

甜菜制糖生产废水提标改造设计分析

食品废水处理对我国的经济发展以及环境业提高具有重要的推动作用。本文以某制糖厂为例,对甜菜制糖废水处理站的提标改造工程进行详细分析,在此基础上进行合理设计。     

Study on explosion risk of aluminum powder under different dispersions

This paper mainly studied the influence of particle size distribution on the explosion risk of aluminum powder under the span of large particle size distribution. The measurement was carried out with the 20 L explosion ball and the Hartmann tube. The statistical analysis was used to analyze the relevance between the parameters of explosion risk and the particle size parameters. Test results showed that with the increase of particle size, the sensitivity parameter increases and the intensity parameter deceleration decreases. The effect of particle size change on MEC and MIE of small particle size aluminum powder is relatively small but greater impact on Pm and (dP/dt)m. The small particle size components greatly increasing the sensitivity of the explosion and accelerating the rate of the explosion reaction; while the large particle size component contributes to the maximum explosion pressure. D_3,2 particle size dust determines the risk of aluminum powder explosion.     

污水处理厂设备维护管理优化研究

以JL污水处理厂设备管理优化过程为例,充分吸取LCC,TPM中的先进思想,以设备运行可靠性及设备维护经济性为追求目标,建立了设备管理优化体系。流程体系上,通过建立作业指导文件,建立标准化维修程序,对于操作过程及时进行记录,建立可视化、可追溯的管理方法;指标体系上,根据设备重要性及运行状况,确定设备风险指数,分级管理;建立控制指标,并动态调整;管控体系上,建立设备“户口”,对设备的维护、保养、使用等信息进行全面登记;考核设备维护的全面性、及时性、可靠性、合规性;重视设备维护的预计与预警;技术体系上,通过设备监测仪器的使用,对设备运行状况定量化。通过不断推进设备预防性维护工作,设备完好率不断提升,仪表完好率从2016年的97.34%,96.55%水平,分别提升至99.08%,98.72%;维护费用也保持在较低水平,检修费与资产比例在实施的前两年分别降至1.49%,0.85%,实现了污水处理厂节能降耗及运行可靠性的强化。     

2004—2017年浙江省较大以上生产安全事故统计分析

为充分探究浙江省生产安全事故发生规律,以2004—2017年浙江省生产安全事故为研究对象,从事故发生的时间关系、区域分布、行业分布、事故类型分布等方面对全省总体、工矿商贸领域、化工领域、典型危险作业4个分类的较大以上事故特点进行了剖析研究;并从政府监管的角度,提出事故防范的措施和建议。     

汽车道路试验安全管理体系建设研究

为了保障汽车道路试验安全、提高安全管理水平,设计提出汽车道路试验安全管理体系(SMS)总方案。根据OHSAS 18001和安全标准化规范的特点分析,论证了融合两种体系建立道路试验SMS的适用性。并从政策与目标、风险管理、安全保证和安全促进四个模块阐述了该体系的搭建思路、框架内容和搭建步骤。最后,以某自主品牌车企研发中心道路试验的应用情况为例进行效果评估,结果表明:汽车道路试验SMS能有效防控风险、提升试验安全管理水平。     

Blogging for Sustainability: The Intermediary Role of Personal Green Blogs in Promoting Sustainability

The rise of social media radically broadens the sources and platforms used for environmental communication. Especially personal green blogs are worthy of study as they are spaces of everyday cultural politics through which people make sense of sustainability issues, and because they entail a radical break from conventional media in terms of legitimacy, form, and content of environmental communication processes. This paper studies the representation of sustainability on personal green blogs, and the communication processes through which these representations are constructed. It does so through a qualitative study of Swedish-language blogs. We study three blogs in-depth: a living experiment blog on sustainable food practices; a lifestyle blog centered around green family life; and a blog about consuming green beauty products. The analysis shows that all three blogs translate the complex landscape of sustainability to individual everyday practices. Yet, what these sustainability practices entail differs considerably between the blogs, ranging from a-political and doable lifestyle choices to an onset to radical redefining of consumption. Also, the communication processes on the blogs differ in quality and quantity. The paper uses these insights to reflect on the debates about how environmental communication is shaped by blogging and social media practices.     

化学环境下的应力-渗流耦合对尾 矿库稳定性影响试验

通过扫描电镜（FE-SEM）、能谱分析（EDX）、X射线衍射（XRD）、LMS-30激光粒度分析等室内试验探究了尾矿库内存在的酸、碱离子对尾矿颗粒的沉降、微观形貌、物质组成以及粒径级配的影响；建立酸、碱影响下的孔隙比与渗透系数的数学关系模型，并将建立的模型用来表征尾矿库内的应力渗-流场两场耦合机制，实现代入有限元计算软件的目的。结果表明:化学因素的存在影响着尾矿颗粒的多项性状，酸性环境下尾矿颗粒发生溶蚀，部分金属元素流失；碱性环境下尾矿颗粒间生成胶结物质，孔隙出现以含氢氧化铁为主的絮状、团簇状堵塞物，改变了渗流速度；尾矿库内浸润线高度在碱性、中性、酸性环境下依次降低，而渗流速度依次升高。     

Deliberative democracy meets democratised science: a deliberative systems approach to global environmental governance

The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.
